The marking of clothes was both essential and required by the US Navy for several reasons, including decreasing theft onboard ship, preventing uniforms from getting lost in the ship's laundry, and assisting in identifying the body in case of death in action.
At boot camp, standard USN stencils punched out from heavy card stock, were issued to all sailors along with one white and one black pump action stencil pencil to manually ink the letters and numbers on seabags, uniforms, web belts, web gear, etc.
By the 1960’s the markings on shirts became less and less formal.
